THEODORE SHACKLEY headed the Miami CIA station during Mongoose. He then transferred to Vietnam, where he was part of the Phoenix Project as well as the CIA's Laotian heroin ring. In 1973 he served under HELMS in Iran, where he helped set up and train SAVAK. Fired by Carter in 1976 he "went private", later playing central roles in the October Surprise, Iran-Contra, and CIA/Medellin cocaine smuggling.
